The Bureau of Public Procurement (BPP) cordially invites all Ministries, Departments, and Agencies (MDAs), along with relevant stakeholders, to diligently comply with the newly established Presidential Directives on public procurement, as approved by the Federal Executive Council (FEC) during its meeting on Monday, May 5, 2025, at the distinguished Council Chamber, State House, Abuja.

This newly endorsed ‘Nigeria First’ initiative highlights the significance of supporting Nigerian industries and contractors in all public procurement activities and is a crucial component of President Bola Ahmed Tinubu’s Renewed Hope Agenda.

The BPP expresses its sincere gratitude to His Excellency President Bola Ahmed Tinubu, GCFR, and the Federal Executive Council (FEC) for this forward-thinking policy designed to enhance local industries’ capacity, competitiveness, and sustainability. In view of this substantial progress, the BPP encourages all MDAs and procurement stakeholders to familiarize themselves with the details of the policy as presented by the Honourable Minister of Information and National Orientation, Alhaji Mohammed Idris, during the post-FEC briefing to the State House Press Corps.

To ensure effective implementation, the BPP is ready to work alongside procurement officers and stakeholders to create and execute a Local Content Compliance Framework, which will provide detailed guidelines and support mechanisms to guarantee adherence to the policy’s objectives.

The updated Standard Bidding Document is one of 17 revised versions. Together with our valued development partners, the BPP is training procurement officers and contractors to use it as part of a capacity-building effort across the six geopolitical zones.

Furthermore, a detailed Guideline on Local Content Compliance is on the way, and we’re inviting key stakeholders to share their thoughts to make the document better and foster a sense of shared responsibility in its rollout.

The BPP will also connect with the public to boost awareness and gather support for the policy, ensuring everyone understands the new requirements clearly.

Lastly, a follow-up Circular from the Secretary to the Government of the Federation (SGF) will be sent out to reinforce the implementation mandate for all government bodies, providing additional policy guidance and compliance expectations.

The President has instructed the Attorney-General of the Federation (AGF) to issue an Executive Order that will provide comprehensive legal support and enforceability for the new policy directives, thereby ensuring compliance across the nation and strengthening institutional frameworks.

Specifically, the BPP notes and reaffirms its commitment to executing the following Presidential Directives:

Immediate revision and enforcement of procurement guidelines to prioritise locally made goods and indigenous solutions.

create a Local Content Compliance Framework for all federal government purchases.

Also, set up and maintain a list of respected Nigerian manufacturers and service providers that the government regularly uses.

The BPP, as the designated light agency oversees the deployment and management of procurement officers across all MDAs while ensuring operational efficiency remains intact.

Therefore, the BPP mandates all MDAs to take the following actions immediately: Prioritize locally sourced goods and services in all procurement efforts.

The procurement of foreign goods or services is prohibited unless justified and accompanied by a written waiver from the BPP. In cases where local alternatives are not available, contracts must include clauses for technology transfer, local production, or skills enhancement.

Conduct an immediate review of all existing procurement plans and submit updated versions that comply with the ‘Nigeria First’ policy. It is imperative to adhere strictly to the directive that any policy violations will result in penalties, including the cancellation of procurement processes and disciplinary measures against erring officers.
